According to the Utah state government Web site and media reports, the
legislature changed the time period over which disabled persons could
receive cash assistance. It had been 24 months in any five-year period.
Under the new law, which took effect on 1 Sept, you can now receive only
15 months of benefits over any five-year period.
You apparently had received more than 15 months' benefits as of 31 Aug,
so you were cut off. Unless the law is changed (and there is a
Democratic effort in the legislature to do so), you will not be eligible
again until some time in 2011.
It's unusual for states to apply time limits to assistance payments for
the disabled, but some do.
