And WINS 1010 keeps mentioning his trips
to see his paramour out in the Hamptons.
To keep those relations secret, it seems,
someone had taken it upon themself to
put the costs, of the police contingent that
Ghoulee always has with him, on the
books of several other city agencies.

Wonder who that was who was so concerned
about secrecy that they undertook illegal activity
on Rudy's behalf without him having to get involved
himself or even give an order to do so? Could
it have been Kerik?
