Hi it sounds exactly the dirty contacts problem. it should cost no
more than 20 gbp to clean or foc if you find a nice enough scooter
repairer.
we always have this type of problem or one where the full charge from
the battery is intermittant due to dirty contact points. let me know
if your still struggling.
what part of the country are you in ??
