That's not entirely true. There are a number of criteria, and it's
only the final, catch all, qualification, of "you have a permanent and
substantial disability which means you are unable to walk or have very
considerable difficulty in walking" where it is necessary for the
disability to be permanent.
For example, to qualify for DLA, your disability must have lasted at
least three months before you can apply and be expected to last at
least a further six months. If you are awarded DLA High Rate
Mobility, even if the award is only for a year or less, you will be
eligible for a Blue Badge (which will probably be valid for three
years, even if that is longer than your DLA award).
