(sorry for delay, - for now, I'm only going to try one part)
(meanwhile, probably more for general knowledge - but
also relevant to this, I'd suggest you google:
James Wilson broken windows
and read up fair amount on some of the discussions.)

Exactly my point.
So how to break this vicious circle? (from both 'sides'!!)
Final answer - to break out of the spiral (of mirroring)
one 'side' has to do something different, and keep at it
long enough (persistently) to see some progress/feedback
towards better perceptions and interactions.
And (probably we agree on this) the logic from accountability
is that the 'police side' is the one we can do more to effect.
Still definitely not easy, but we can/should have better control
over 'this side', than the 'public negative perception side'.

We need a medium setting.
We need them to be "hardened" enough to:
1. not colapse at any one criticism
2. not psychologicly break down over a grusome situation.
We need them "soft / in touch" enough to:
3. understand the . of others
4. keep own lives in proper perspective (for long term).

Is not that kind of the core of human self perception?
We want to think of ourselves as "good", and therefore
the problems have to be from others!
(Or we want to be judged as to our 'intentions',
while we judge others on the 'results/actions'.)
Meanwhile - lead to next?
What is wrong with my math?
NYPD = 36,000 LEOs, NYC 8M people,
one officer per 222 population??!
